Open Question: Brand new laptop, screen freezing, can't even CTRL+ATL+Delete?

2 days ago, I got a brand new laptop (HP - Pavilion, AMD Turion II Dual-core Processor). I started using it yesterday (had to make recovery discs, put on anti-virus, etc. the first day) and had no problems. When I was on the internet, my computer froze up. The screen didn't go black or anything, it just showed Google Chrome like normal. I couldn't click anything, but the mouse would move around. I couldn't CTRL+ALT+Delete. This happened 3 times (in the past 4 hours). This morning, I used the internet right before school and went to shut off the computer. I pressed the button to shut it down and left for school. My mom texted me later asking me why it was still on. All I've installed on the computer is the anti-virus, Google Chrome, Fraps (shows the frame rate of your games while running) and Spore. Anyone know what's wrong here? Is it the computer? And is there a simple way to fix this? Help... D:Oh, and the only way to get it back to normal is to use the power button to turn it off. Lately my laptop went from a 16% CPU to a 56% CPU, and I ran scans to check what was wrong and the only problem it shows possible are start up programs, there was an extensive list so I removed most of them, but it only slightly helped, so I was wondering what would happen if Iremoved all the start up programs? I bought a Toshiba Satellite laptop almost 2 weeks ago and I wanted to know if The Sims 2, preferably The Sims 3 would play on it? (the fans do work, just no that strong) i tried uninstalling some files and cleaning my registry with a cleaner and both helped a little, but it still crashes. And if the problem is that my laptop needs to be cooled, can you suggest a good cooling stand/mat that works well and is cheap (preferably less than $25). Open Question: All those tiny dots/stripes over my screen?

A few day ago all those dots started to appear over both of my screens (Samsung 22" and NEC 17" - I think). I don't quite remember what I did before that happened, but I installed new drivers for my graphic card NVIDIA GeForce 8600 GT (258.96) a few days ago. I made a print screen and reboot my computer. All those dots disappeared and I checked my pic I made. There was nothing seen on it so I can't really show you what I mean. They appeared few minutes after my computer was booted. This time I took a closer look and they seem to be white and blue colour crossing my screens from left to right and vice versa (altough it's impossible to determine the actual direction due to a speed they are travelling). I also tried to open one of the sides of my computer box and disable the 22" from the graphic card setting but they didn't disappear but their number seems to be lower.
